浙江省交通领域碳排放监测系统构建研究

摘要 为了实现浙江交通领域碳排放的精准感知、量化核算和闭环监管,在摸清交通领域碳排放底数,构建一套碳排放核算方法的基础上,针对政府、企业、公众等3类用户,提出“碳指数、碳效码、碳积分”3个碳工具,并根据地市特色打造X个应用场景,构建集“监测-治理-服务”于一体的交通领域碳排放监测系统,为浙江省交通领域绿色转型发展提供量化依据。 To achieve precise perception,quantitative accounting,and closed-loop regulation of carbon emissions in Zhejiang's transportation sector,it is crucial to establish a clear understanding of the baseline carbon emissions and develop a comprehensive carbon emission accounting method.Based on this foundation,we propose three carbon tools:"Carbon Index,Carbon Efficiency Code,and Carbon Credits",targeting three types of users:government,enterprises,and the public.Additionally,we have designed several application scenarios tailored to the characteristics of different cities.This approach constructs a carbon emission monitoring system for the transportation sector that integrates"monitoring,governance,and service",providing a quantitative basis for the green transition and development of Zhejiang's transportation sector.
