摘要
在积极应对人口老龄化国家战略和“数字中国”建设背景下,探寻养老服务数字化转型的可行路径成为老龄社会治理的重要议题。文章结合全国运用智能技术服务老年人示范案例以及居家和社区养老服务改革试点工作优秀案例,采用扎根理论方法,提炼出养老服务数字化转型的一般性实践路径具有价值嵌入、资源整合、技术赋能和基础保障四个关键要素。其中,“以老年人为中心”的价值理念嵌入是内核,贯穿转型的起点、过程和终点;政府领导下多元力量统筹和资源优化配置是基础,能实现转型资源数量和结构上的双重优化;养老服务平台建设是关键表征,本质是通过数字化赋能养老服务流程再造;制度、能力和设施等配套建设是基础保障。
Under the background of “Digital China” construction,how to achieve digital transformation of elderly care services has become an important issue in promoting the development of elderly care services.Based on the national demonstration cases of using intelligent technology to serve the elderly and excellent cases of home and community elderly care service reform pilot work,the grounded theory method is adopted to conclude the general practical path of digital transformation of elderly care services,which includes four key elements:value embedding,resource integration,technological empowerment,and basic guarantee.Among them,the embedded value concept of “putting the elderly at the center” is the core,running through the starting point,process,and endpoint of the transformation;under the leadership of the government,the coordination of multiple forces and the optimization of resource allocation are the foundation,which can achieve dual optimization of the quantity and structure of transformation resources;the construction of elderly care service platforms is a key characteristic,essentially empowering the reconstruction of elderly care service processes through digitization;the supporting construction of systems,capabilities,and facilities is the fundamental guarantee.
