摘要
我国城市建设的重点从新城建设转移到城市更新,随着国家对隐形债务的管控,以土地预期收益为融资手段的投融资模式难以适应现阶段要求。文章通过对新城建设时期华夏幸福产业新城开发模式中“城”“产”“产城融合”的价值增值逻辑进行解析,采用对比分析的方法,结合以往城市更新模式的实践,研究提出片区城市更新DIBO模式下的“ABO+投资人”商业模式和组织方式,构建以设计为主导的投资-建设-运营一体化新模式。
The focus of urban development in China has shifted from the construction of new cities to urban renewal.With the strict national regulation of hidden debts,the investment and financing model relying on anticipated land revenue as a means of financing can hardly meet current requirements.This paper interpreted the value-added logic of"city","industry"and"city-industry integration"embodied in the"new industry city"development model of China Fortune Land Development Co.,Ltd.(CFLD)in the era of constructing new cities.Through a comparative analysis,based on the previous practice of urban renewal models,the study presented an"au thorization-building-operation(ABO)+Investor"business model and a way of organizationunder the design-investment-building-operation(DIBO)model for the urban renewal of blocks,and constructed a new design-led integrated investment-building-operation model.
