摘要
从本质上看,中国式现代化超越西方形式民主的局限,走出了全过程人民民主的现代化新道路。全过程人民民主和中国式现代化都是全面建成社会主义现代化强国进而全面推进中华民族伟大复兴不可或缺的重要条件,其间共通的内在一致之处为彼此的辩证互构奠定了坚实基础。民主发展伴随现代化的进程渐次拓展与深化,党的全面领导奠定了共同政治保障,以人民为中心的发展理念提供了共同价值立场,人类文明新形态是共同目标。在全过程人民民主助力中国式现代化建设方面,全过程人民民主凸显了人民的主人翁地位,从而激发了社会各主体参与社会主义现代化建设的活力,为应对中国式现代化进程中的风险考验提供了科学方案。中国式现代化为发展全过程人民民主标明实践进路:以现代化布局完善全过程人民民主制度体系,以现代化目标任务持续明确全过程人民民主核心议题,以现代化治理能力全面提升全过程人民民主发展效能,以现代化信息技术深入拓展全过程人民民主实施空间。
In essence,Chinese modernization has transcended the limitations of Western formal democracy and embarked on a new path of modernization of full-process people’s democracy.Full-process people’s democracy and Chinese modernization are both indispensable and important conditions for building a modern socialist country and promoting the great rejuvenation of the Chinese nation.The common internal consistency between them has laid a solid foundation for their dialectical mutual construction.Democratic development has gradually expanded and deepened with the process of modernization.The overall leadership of the Party has laid a common political guarantee,the people-centered development concept has provided a common value position,and the new form of human civilization is a common goal.In terms of full-process people’s democracy helping Chinese modernization,full-process people’s democracy highlights the people’s master status and thus stimulates the vitality of various social entities to participate in socialist modernization.It provides a scientific solution to the risks and challenges in the process of Chinese modernization and focuses on the“improvement of good governance level”in Chinese modernization.Chinese-style modernization has pointed out the practical approach for developing whole-process people’s democracy:improving the system of whole-process people’s democracy with a modern layout,continuously clarifying the core issues of whole-process people’s democracy with modern goals and tasks,comprehensively improving the development efficiency of whole-process people’s democracy with modern governance capabilities,and deeply expanding the space for implementing whole-process people’s democracy with modern information technology.
