摘要
2021年全国职业教育大会创造性提出的建设技能型社会的理念和战略,有助于转变“重知识轻技能、重学历轻能力”的局面。职业教育是培养技术技能人才的重要途径。职业教育制度供给直接关系到技能型人力资本的积累与增值。文章从利益相关者理论、需求结构-绩效及技能形成理论出发,分析职业教育制度供给赋能技能型社会建设的内生逻辑,为职业教育制度的完善提供理论指导;并从政府、行业企业与学校三个维度提出赋能技能型社会建设的改革路径。
The concept and strategy of building a skill-based society,creatively proposed at the National Vocational Education Conference in 2021,helps to transform the situation of"emphasizing knowledge over skills and emphasizing qualifications over abilities".Vocational education is an important way to cultivate technical and skilled talents.The institutional supply of vocational education system is directly related to the accumulation and appreciation of skilled human capital.Starting from stakeholder theory,demand structure performance and skill formation theory,this article analyzes the endogenous logic of the institutional supply of vocational education empowering the con-struction of a skill-based society,provides theoretical guidance for the improvement of vocational education system,and proposes a reform path to empower the construction of a skill-based society from three dimensions:government,industries and enterprises as well as schools.
