摘要
科技创新综合区的建设已经成为推动国家科技创新能力提升的重要途径,是落实创新驱动发展战略、实现高水平科技自立自强目标的必然选择。目前,全球已建成的科技创新综合区超过600个,如美国硅谷、欧洲核子研究中心和日本筑波科学城等,均对区域乃至国家的科技创新能力产生了显著推动作用。根据支撑创新突破的核心抓手,将科技创新综合区分为4种主要模式:创新街区、大学创新综合体、科技产业集群和大科学装置,并探析每种模式的建设方式和底层逻辑。梳理总结国内外科技创新综合区的建设经验,结合我国实际国情,从发展策略、创新生态以及人才引进等方面提出建议,以期为我国建设科技创新综合区提供启示借鉴。
The construction of science and technology innovation zones has become an important way to promote the improvement of national science and technology innovation capacity,and is an inevitable choice to implement the innovation-driven development strategy and achieve the goal of high-level science and technology self-reliance.At present,more than 600 science and technology innovation zones have been built in the world,such as the Silicon Valley in the United States,the European Organization for Nuclear Research and the Scientific Town of Tsukuba,Japan,which have greatly promoted the scientific and technological innovation ability of regions and even countries.According to the core of supporting innovation breakthrough,this paper divides the science and technology innovation zones into four main models:Innovative Districts,University Innovation Complexes,Science and Technology Industrial Cluster,and Large-scale Scientific Facility.This paper summarizes the construction experience of science and technology innovation zones at home and abroad,and gives suggestions in terms of development strategies,innovation ecology,talent introduction,etc.based on my country’s actual national conditions in order to provide inspiration for China’s construction of science and technology innovation zones.
