摘要
近年来,科研经费管理不断深化。在“放管服”背景下,阐述科研经费管理改革的具体举措。以某公立专科医院为例,分析公立专科医院科研经费管理的现状及问题,如报销流程复杂、缺少内部监督、信息化水平不高、缺乏财务专业人员指导、政策落实不到位等,提出优化财务报销流程、设立内部监督员、提高信息化水平、落实科研财务助理制度、加强政策宣传的合理化等建议。
In recent years,the management of scientific research funds has been continuously deepened.In the context of“reforms to streamline administration,delegate powers and improve services”,specific measures for the reform of scientific research fund management are elaborated.Taking a public specialized hospital as an example,the current situation and problems of scientific research fund management in public specialized hospitals are analyzed,such as complicated reimbursement process,lack of internal supervision,low information level,lack of guidance from financial professionals,and inadequate implementation of policies,etc.Reasonable suggestions are put forward to optimize the financial reimbursement process,set up internal supervisors,improve the information level,implement the scientific research financial assistant system,and strengthen policy publicity.
