摘要
介绍了可再生能源政策的发展历程以及我国绿色电力交易体系的发展情况。总结了绿色电力市场的基本框架和交易情况,以及发电侧和用户侧参与绿色电力交易市场的典型模式,并分析了绿色电力在电力中长期及现货市场交易中存在的部分可再生能源的环境权属不明确、绿证计量方式不适配分布式可再生能源、绿证与能耗双控协调性不足等问题,以及绿电市场同碳市场之间的互动形式。最后介绍了蒙西地区单轨制电力市场的建设情况,并针对建设蒙西绿电交易体系时遇到的具体问题,提出完善绿电交易结算模式、优化分布式绿电交易机制、加强多体系机制联动等解决方案。
This paper introduces the development history of renewable energy policies and the development of China′s green power trading system,summarizes the basic framework and trading situation of the green power market,as well as the typical modes of the power generation side and the user side participating in the green power trading market.The paper also analyzes the problems of unclear environmental ownership of some renewable energy resources in the medium⁃and⁃long⁃term and spot market trading of green power in the power market,the inappropriateness of the metering method of the green certificate for distributed renewable energy resources,and the insufficiency of coordination of the green certificate and the dual control of energy consumption,as well as the interaction between the green power market and the carbon market.Finally,the construction of the single⁃track power market in western area of Inner Mongolia is introduced,and specific solutions are proposed to improve the settlement mode of green power trading,optimize the distributed green power trading mechanism,and strengthen the linkage of the multi⁃system mechanism,and so on,in response to the specific problems encountered in the construction of the green power trading system in western area of Inner Mongolia.
