摘要
新质生产力是推动数字乡村建设的核心动力和强大支撑,已成为赋能乡村振兴发展的持续动力。新质生产力在“要素—结构—功能”三个层面表现出新型全要素创新、现代产业体系承载、高质量发展旨归等科学内涵和时代特征。新质生产力在“新型劳动者—新型劳动资料—新型劳动对象”三个维度上赋予数字乡村建设时代意蕴,体现新质生产力赋能数字乡村建设的“技术创新—组织创新—制度创新”三大动力机制。新质生产力赋能仍受新质人才短缺、关键技术薄弱、政策规划缺位等困囿,须从构建人才发展新高地深化“新素质劳动者”的培育引用机制,加强数字关键技术攻关助推“新型劳动资料”的基础设施建设,完善法规策略规划释放“新型劳动对象”的创新驱动因素等方面着手解决。
New quality productive forces serve as the core driving force and strong support for promoting the construction of digital villages,and has emerged as a sustained impetus for the revitalization and development of villages.In the three dimensions of“factor-structure-function”,the new productive forces have demonstrated scientific connotations and contemporary characteristics,such as a new type of total factor innovation,a modern industrial system,and the objective of high-quality development.The new quality productive forces empower the digital village construction with contemporary implications across the three dimensions of“new-type workers,new-type labor means,and new-type labor objects”,embodying the three major driving mechanisms of“technological innovation,organizational innovation,and institutional innovation”for the empowerment of digital village construction.The development of new quality productive forces is still limited by the shortage of new quality talents,weakness in key technologies,and the absence of policy planning.It is necessary to build a new high ground for talent development and deepen the cultivation and citation mechanism for“new quality workers”;strengthen the research of key digital technologies and promote the infrastructure construction of“new-type labor means”;and improve regulatory and strategic planning to unleash the innovative driving factors of“new-type labor objects”.
