摘要
建设更具胜任力的法官助理队伍是司法体制改革的应有之义,“案多人少”的审判现状亟须更具胜任力的法官助理。提升法官助理岗位胜任力是提升审判质效、促进法官职业化的重要举措。文章通过文献回顾和行为事件访谈构建法官助理岗位胜任力初始指标池,并基于岗位胜任力的洋葱模型,采用德尔菲法筛选和识别法官助理的岗位胜任力指标。调查研究显示,法官助理岗位胜任力指标体系为二级多维结构,包括专业能力、通用能力、人格特质、职业伦理4个胜任力维度,共29个胜任力指标。该体系较为科学合理,能应用于法官助理的人员招录、岗位培训、考核晋升全过程,为司法体制配套改革中法官助理队伍的建设提供了参考。
Building a more competent team of judge assistants is a necessary part of judicial system reform,and the current situation of“more cases and fewer people”in trials urgently requires more competent judge assistants.Enhancing the competency of judge assistants is an important measure to improve the quality and efficiency of trials and promote the professionalization of judges.This paper uses the Delphi method to construct a competency indicator system for positions of judge assistants.The research results show that the competency indicator system for positions of judge assistants is a two-level multi-position structure,including the following four competency dimensions:professional ability,general ability,personality traits,and professional ethics,with a total of 29 competency indicators.This system can be applied to the recruitment,job training,assessment and promotion of judge assistants,and provide a reference for the construction of a judge assistant team in the supporting reform of the judicial system.
