摘要
弱势群体在其基本的群体特征上具有经济上的低收入性、生活质量上的低层次性、政治上的低影响力和心理上的高敏感性。这些特性决定了弱势群体在社会生活中具有极大的脆弱性;同时,也意味着弱势群体仅仅依靠自身的力量很难或者很难迅速摆脱自身的困境,解决自己的问题。因而就必然提出了政府在解决社会弱势群体问题过程中的责任问题。政府在弱势群体的社会保护网络中处于核心地位,肩负义不容辞的责任。政府只有明确自身的责任,切实履行自己的职责,才能逐步解决弱势群体的社会支持和社会保护问题,体现社会公正,维护社会稳定,化解政治风险,促进社会发展。
The vulnerable groups have the characteristics of low income, low life quality, low political force and a high degree of psychological sensitivity, which, also determine that vulnerable groups will surely become fragile in social life. In the meantime, it also means that vulnerable groups cannot solve all the problems easily or rapidly by themselves. So it is natural and necessary that the problem rises about the responsibility of the government in the process of solving the problems of vulnerable groups. The government plays a core role in the social protection networks supporting the weak groups, bearing bounden responsibilities. Only by making clear the responsibilities of the government and actually doing the duties, can the social supporting and social protecting problems of vulnerable groups' be solved gradually, thereby, to realize social justice, uphold social stability, varnish political risks and to promote social development.
