摘要
宅基地使用权和房屋所有权是农民重要的财产权,解决了农民的居住福利。宅基地征收补偿应分类补偿,并保证失地农民的居住福利不降低。以威海城中村——老集村为研究对象,基于森的可行能力理论构建居住福利评价指标体系,采用模糊综合评价法对农民征地前后的居住福利进行评价,得出结论:老集村的宅基地征收补偿保障了被征地农民的居住福利不降低,居住福利总模糊指数由0.595上升至0.670,房屋本身和周围环境条件都有较大提升,分别由0.595、0.430上升至0.670、0.542,农民的心理状态隶属度有所下降,由0.733下降至0.670。建议采取产权调换为主的补偿方式,采取村庄原址或就近集中安置的安置方式,补偿注重失地农民的心理状态维护。
Homestead-land-use-right and house ownership are important property rights of farmers which solve their living welfare.Compensation for homestead-land expropriation should be classified and guarantee that landless peasants' living welfare won't reduce.A village-in-city in Weihai——Laoji village was chosen as the research object.Based on Sen's Capability Theory,using fuzzy comprehensive evaluation method,we evaluated the living welfare of farmers before and after the expropriation and concluded:The compensation of Laoji village had protected the living welfare of landless farmers from reducing,with total living welfare fuzzy index rose from 0.595 to 0.670.The house itself and the surrounding environmental conditions had been greatly improved,with index rose respectively from 0.595,0.430 to 0.670,0.542.Psychological conditions of farmers has declined with index dropped from 0.733 to 0.670.We recommend a property swap based compensation way, a nearby and centralized resettlement way,and psychological state of landless peasants should be pay more attention to.
