摘要
实行绩效管理是当前大环境下公立医院的必然选择。文章以近年文献为基础,总结了公立医院在实施绩效管理中的主要问题,并对国内公立医院最普遍采用的几个主要绩效考核理论、方法及应用情况进行梳理。文章结合文献对公立医院实施绩效管理必要性进行讨论,着重综述了各地公立医院实行绩效管理所遇到的一些突出问题,如:认识方面不足、发挥绩效考核激励作用不够、实施绩效管理与新医改方向不一致,方案、指标设置不合理和相应的措施不到位,制度建设不配套以及对行政人员的绩效管理缺少有效措施等。同时,对国内医院主绩效管理一些主要方法与应用进行总结梳理,如:平衡计分卡理论、关键绩效指标法和RBRVS法等,为公立医院开展绩效管理提供借鉴。
The implementation of performance management is the inevitable choice of public hospitals under the current environment.Based on recent literature,this paper summarized the main problems in the implementation of performance management in public hospitals,and introduced the most commonly used performance evaluation theories,methods and applications in domestic public hospitals.This paper discussed the performance management necessity in public hospitals based on literature,and summarized some outstanding problems encountered in performance management in public hospitals,such as the lack of awareness on implementing performance management,the insufficient role on performance evaluation as incentives, inconsistent with the direction of the new medical reform, unreasonable setting of programs and indicators and the corresponding measures were not in place,the system construction was not matched,and lacks effective measures for administrative staff.At the same time,it summarized and sorted out some main methods and applications of the main performance management in domestic hospitals,such as balanced scorecard theory,key performance indicator method and RBRVS method,which provide reference for public hospitals to carry out performance management.
