TOPSIS法和综合指数法评价郑州市基本公共卫生服务 被引量:13

Evaluation of basic public health service based on TOPSIS and comprehensive index method in Zhengzhou

摘要 目的对郑州市15个辖区的基本公共卫生服务质量进行评价,发现存在的问题,以进一步改善郑州市基本公共卫生服务质量。方法选择具有代表性的20项基本公共卫生服务评价指标,使用Excel2007对15个辖区数据进行整理分析,运用TOPSIS法和综合指数法,对2016年郑州市15个辖区的基本公共卫生服务质量进行综合评价。结果 TOPSIS法和综合指数法分析结果一致,排名前三位的地区依次为二七区、登封市、中牟县,Ci值分别为0.67、0.64、0.63,综合指数分别为13.0、12.9、11.0;排名后三位的地区依次为经开区、郑东新区、金水区,Ci值分别为0.45、0.44、0.34,综合指数分别为8.7、8.4、8.0;其他地区的Ci值在0.5~0.7之间,综合指数在8~11之间。结论TOPSIS法和综合指数法能够客观地反映郑州市15个辖区基本公共卫生服务质量的优劣程度,各地区间服务质量差异性较大,应加强管理,提高郑州市整体基本公共卫生服务水平。 Objective To evaluate the quality of basic public health service in 15 districts under the jurisdiction of Zhengzhou,find out the existing problems,further improve the quality of basic health service in Zhengzhou.Methods Twenty representative evaluation indexes of basic public health services were selected,15 regional data were collated and analyzed using Excel2007,and the basic public health service quality of 15 jurisdiction areas in Zhengzhou was comprehensively evaluated by using TOPSIS method and comprehensive index method in 2016.Results The analysis results of the composite index method and the TOPSIS method were consistent.The top three areas were Erqi district,Dengfeng city,Zhongmou county.Ci values of the three regions were 0.67,0.64 and 0.63,and the composite indexes were 13.0,12.9 and 11.0,respectively.The last three regions were Jingkai district,Zhengdong new district and Jinshui district,with Ci values of 0.45,0.44 and 0.34 respectively,and composite indexes were 8.7,8.4 and 8 respectively.The Ci values in other regions were between 0.5 and 0.7,and the composite indexes were between 8 and 11.Conclusion The TOPSIS and comprehensive index method objectively reflect the quality of basic public health services in 15 areas,and the quality of the service quality levels of the area should be strengthened to improve the management of the overall basic public health service of Zhengzhou.
