摘要
随着禽流感的逐步蔓延,面对全球日趋严峻的大流感威胁,人类正在跟时间赛跑,世界卫生组织和一些国家与地区先后纷纷出台有关的准备计划。中国也在2005年9月推出自己的准备预案。然而,世界卫生组织和一些人士都认为,这个世界远远没有为未来的大流感做好充分的准备。那么中国的大流感准备战略是否存在脆弱性问题?如果存在,又该怎么办?文章先对危机、危机管理与危机准备进行了一定的理论分析,而后对大流感危机的风险及基本的准备战略作了探讨,再重点比较美中两个大国各自准备战略的形成过程、风险认知、目标定位、基本原则、框架内容和实施状况,从而发现中国的问题及其原因,而后得出结论并提出有关政策建议。
With the existing spread of avian flu and the potential severe threat of a future global pandemic flu,man is racing against time.The World Health Organization (WHO)and the governments of some countries and regions have successively proposed relevant preparatory plans for a pandemic flu.China also issued its own preparatory plan for a pandemic flu in September 2005.But the WHO and some scholars believe our world has not prepared very well for a potential future pandemic flu crisis.What about China?Are there any vulnerabilities or shortcomings in China's preparations?If there are any,what should the Chinese government do to deal with them?In this article,we first conduct a theoretical analysis of crisis,crisis management,and crisis preparation.Second,we discuss the potential risks and consequences of a pandemic flu and propose some preliminary preparatory strategies to deal with them.More importantly,we compare the United States and China with regard to their preparation strategies,including their processes of formulating strategies,cognition of risks,choices of goals,basic principles,framework and content,and implementation of strategies,in order to reveal some of the causes of the problems in China.Finally,we conclude by offering some suggestions for the practice of crisis policy decision making with respect to a pandemic flu in China.
