摘要
参与全球海洋治理是中国建设海洋强国的必由之路。进入新时代,中国参与全球海洋治理面临着国家实力与政策的强力支持、全球海洋治理体系的深刻变革等难得的历史契机,必须妥善处理好国内与国际两个大局、一般与核心两种能力、综合与专项两类规划、合作与孤立两种趋势等复杂的重点关系。未来,应遵循由浅入深、内外兼顾的原则,在完善国内海洋治理、解决地区海洋事务、引导全球海洋治理变革等三个递进的层面共同发力,推动中国参与全球海洋治理的进程行稳致远。
Participation in global marine governance is a necessary way for building China into a strong maritime country.In the new era,China’s participation in global maritime governance not only faces significant historical opportunities,such as strong support from national power and policies,profound changes in the global maritime governance system,but also needs to properly deal with some key relationships,including domestic and international situation,general and core capabilities,comprehensive and special planning,and cooperation and isolation trends.In order to promote the participation in global maritime governance,China should work together at three progressive levels:improving domestic maritime governance,solving regional maritime affairs and guiding the reform of global maritime governance system.
