摘要
明清以来,广东赌博炽盛,屡禁不止,因此,地方大员始有弛禁筹饷之举。弛禁赌博即将不受官方管理的赌博纳入官方管理系统,并从中获得利益。赌饷的筹集依赖衙役等基层执法人员,但这也侵犯了他们原本从赌博获得的私人收入,所以整个筹饷过程困难重重。最终官府虽从弛禁筹饷中获取一定经济利益,却使整个地方社会陷入赌博的泥沼之中。清末《岭东日报》有大量关于潮州赌博的报道,从中可一窥清末广东弛禁赌博政策对潮州地方社会的影响。
Since the Ming and Qing Dynasty,gambling in Guangdong had been prevalent and could not be banned.As a result,some local officials implemented a policy of lifting the ban and imposing a tax on gambling.Lifting the ban on gambling meant taking uncontrollable gambling into the official management system while profiting from it.The gambling tax was collected by the grassroots law enforcement officers,such as government officials.However,this policy infringed on the illicit income they would have had received from gambling,so the whole process of tax collection was fraught with difficulties.In the end,even though such policy contributed to the government’s economic benefits,it also pushed the local society into the mire of gambling.There were a lot of reports on gambling in Chaozhou in Lingdong Daily in the late Qing Dynasty,offering a view on how Guangdong’s policy of lifting the ban on gambling exerted an impact on Chaozhou’s local society in the late Qing Dynasty.
