摘要
社区治理从"政府行动"逐步转向"社会行动",以实现政府管理与社区自治有效衔接已成为共识。然而,通过对湖北省12个社区的调查发现,社区治理责任和治理能力错位阻碍了两者的转换和结合。这种错位集中表现在主体错位、认知错位、关系错位、职能错位和考核错位5个方面,错位的主要原因为社区行政化严重和社区治理能力不足。由此提出社区治理责任与治理能力错位的化解路径:减少社区行政责任,实现社区职能归位;增强社区治理能力,提升社区治理效益。
The role of community governance is gradually transformingfrom 'government action'to'social action',a common sense to realize the effective connection between government management and community autonomy.However,based on the survey from 12 communities in Hubei province,this paper finds that the dislocation between community governance responsibility and governance ability prevents the two from transformation and combination.This dislocation concentrates on five aspects:subject dislocation,cognition dislocation,relationship dislocation,function dislocation and assessment dislocation.Reasons for these dislocations mainly include serious community administration and insufficiency of community governance ability.Therefore,this paper proposes several ways on how to solve the dislocation between community government responsibilities and governance ability:reduce community administration responsibility,achieve homing of community functions,strengthen community governance capacity and improve community governance efficiency.
