To protect farmlands is one of strategic emphases concerned with building a well-off society in an all-round way and speeding up socialist modernizations. It needs improve in accord with the social development, keep pace with the times. To meet the challenge of the restructuring of agriculture and the returning of arable land to forests, pastures or lakes for a better ecological environment, the purpose of protecting farmlands should keep farmland occupying-and-supplementing balance and ecological environment balance. Farmland supplement should be carried out mainly by means of land reclamation, especially by the improving of mid-low production farmlands. Owing to the surplus of grain, the speed of land reclamation should be lowed down, and the storage policies of farmland resources and farmland reclamation funds should be practised.
