摘要
本文列举了国家公务员制度在实施过程中变异的主要表现 ,并从社会生态环境、政治体制与政府治理模式、官僚体制的内在缺陷等方面分析了变异的原因 ,提出了有效抑制公务员制度变异的重要途径。
In this text I enumerate the primary exhibition of civilian institution's aberrance during institutional implementation under the foundation of defining the meaning of civilian institution's aberrance I analyse the causes of civilian institution's aberrance from social environment ?political system ?governance model and the inherent defects of bureaucratic system In my opinion , the consolidation of exterior and interior supervision about institutional implementation ?the perfect of civilian institution and the improvement of institutional implementation's social environment can effectively restrain the aberrance of civilian institution At the same time, the important approach to develop and perfect Chinese civilian institution lies in the realization of institutional innovation under the foundation of exploitation of present institutional function
