摘要
微信作为一种新型即时通讯工具,具有操作简单、支持群聊、便于添加好友、实时对讲等功能和特点。犯罪嫌疑人将其作为"新工具",用来实施诈骗、盗窃、强奸、抢劫和敲诈勒索等犯罪,且上述诸类犯罪具有犯罪嫌疑人与被害人均年轻化、侵害目标易寻找、犯罪成本低、作案时间地点不确定、隐蔽性强的特点。应加强宣传、严格监管、加快信息化建设来应对上述诸类犯罪。"微信"的应用导致传统的"语音"和"短信"减少、QQ使用率降低,侦查人员应转变侦查思路,通过手机研判、号码查找、图片比对、位置定位、伪装侦查等手段更好地利用"微信"服务侦查实战。
As a new type of instant communication software, "Wechat (micro-message)" has the features of simple operation, supporting for group chat, adding friends easily, and real-time intercom functions. The criminal sus-pects take it as a "new tool" in the implementation of fraud, theft, robbery, rape and blackmail. The suspects and the victims are all younger. For the suspects, the targets are easy to find in cyber space; the cost is low; and it is easy to find time, locations and to commit the crimes, and easy to conceal. The investigation organs should strengthen the propaganda and supervision, and accelerate the information-based construction to cope with these crimes. With the reduction of traditional "audio chat", "short messages" and QQ, Wechat has an impact on the detective work, leading to the change of detection idea. It could server the actual combat in investigation work. The investigators can make use of it in mobile phone judgment, phone numbers searching, images comparison, lo-cation, and camouflage investigation.
