摘要
依据中共历次代表大会和其他重要文件精神,将中国区域发展战略划分为改革开放前30年和后40年两个阶段。前者又细分为重工业偏向于内地、'大跃进'及三线建设、经济发展重点转向沿海三个阶段;后者细分为改革开放偏向于沿海地区、区域经济协调发展、实施总体战略和新时代新战略四个阶段。所取得的基本经验则是:以人民为中心的思想为指导,依托于不同历史时期的经济社会特征,制定区域发展战略,同时,战略重点和举措更加明确和具有可操作性。展望未来,沿海地区由南向北将构成陆海统筹纵向的具有世界意义的经济带,并率先实现现代化;'四纵四横'经济带的建设将成为实现区域协调发展的战略重点;以绿色城市和绿色城市群建设为载体的绿色城镇化将步入快车道;国内和国际次区域之间的合作与协作、公共服务均等化、交通的通达性和差别化的区域政策,成为实现区域协调发展的常规手段。
China’s regional development strategy is divided into two stages:The first 30 years before reform and opening-up and the last 40 years after reform and opening-up,which are based on the exposition of the regional development strategy by the successive congresses of the Communist Party of China and the other important documents.The former is subdivided into three stages:Heavy industry tends to be inland,Great Leap Forward and third-line construction,and economic development turns to coastal areas.The latter is subdivided into four stages:Reform and opening to the coastal areas,coordinated development of regional economy,implementation of the overall strategy and the new era strategy.The basic experience is:Guided by the people-centered idea,relying on the economic background of different historical periods,carrying out gradual reform,formulating regional development strategies,and in order to accelerate the coordinated development of the region,the strategic focus and measures are more clear and operable.Looking forward to the future,Coastal areas from south to north will constitute a longitudinally and globally significant economic zone for land and sea co-ordination,and take the lead in realizing modernization.The construction of the'four vertical and four horizontal'Economic Belt will become the strategic focus of realizing regional coordinated development.The construction of green cities and green urban agglomerations will accelerate the process of green urbanization.Fourthly,regional policies of cooperation and cooperation among regions,equalization of public services,accessibility and differentiation of transportation will become the most basic means to achieve coordinated development of regions.Cooperation and collaboration between domestic and international subregions,equalization of public services,accessibility and differentiation of transport have become the conventional means to achieve coordinated regional development.
