摘要
军民融合将国防和军队现代化建设融入经济社会发展体系之中,实现各种资源在军民两大体系间的流动、共享和优化配置。既可释放国防科技工业发展红利,在稳增长、调结构中发挥重要作用;又可聚集各方面的资源,建设有中国特色的国防科技工业体系。虽然我国军民融合发展的相关顶层设计不断强化、大量军工优质资产将在民用领域盘活、科技创新环境不断优化,但仍存在相关法律法规不完善、体制机制运行不畅、军民融合发展的关键环节难点突出等问题。为推动军民融合深度发展,应进一步加强顶层设计和法治建设,健全管理机构,统一标准,建立沟通平台,重点领域优先发展。
Military-civilian integration fuses the modernization of national defense and military forces into the economic and social development system,realizing the flow,sharing and optimal allocation of various resources between military and civilian use. Military-civilian integration can not only release development dividends of the science and technology industry of national defense and play an important role in pursuing steady growth and structural readjustment,but also gather resources from various fields to build a science and technology industrial system of national defense with Chinese characteristics. The Chinese government has given vigorous policy support to the development of military-civilian integration. However,with the constant improvement in the environment for economic and technological innovation,problems such as imperfections in relevant laws and regulations,obstacles to the implementation of systems and mechanisms,and great difficulties in key links of military-civilian integration still remain. To promote in-depth military-civilian integration,it is necessary to strengthen the top-level design and law-based governance,improve management institutions,unify standards,build a platform for communication and prioritize the development of key fields.
