摘要
化工行业中由于压力容器引发的事故频繁发生.国内外政府及相关人员都制定了相关措施,但事故发生率并未减少.因此,以行为安全"2-4"模型为分析工具对2005-2015年间的30起化工压力容器火灾爆炸事故案例样本的不安全动作进行分析研究.利用统计、分析和归类的方法得出山东省的事故发生率最高,在改善安全措施时可以因地适宜,制定符合本地区的安全政策措施.再利用"2-4"模型分析引发事故的30个直接不安全动作时,将其划分为违章操作、违规操作和违章指挥,并分析分类频数和所占百分比.对于引发事故的不安全动作的发出者深层研究表明,经理的错误指挥引发的事故率占总事故的二分之一,而由一线员工引发的事故位居第二.对此,在今后的教育培训中应该将经理及一线员工作为重点的培训对象,并分别进行不同层次、不同深度的培训.
In chemical industry,the accident of pressure vessels is frequent. Domestic and foreign governments and related personnel have developed relevant measures,but the accident rate did not decrease. Therefore,the behavior safety'2-4'modle is used as an analysis tool to analyze the unsafe actions of 30 samples of chemical explosion cases in 2005-2015 years. Make use of the method of statistics,analysis and classification draw a conclusion that the highest rate of accidents in Shandong Province. So,in the improvement of security measures,we can developing in line with the region' s security policy measures. In the use of the behavior safety '2-4' model analysis of the accident caused by 30 direct unsafe actions,it will be divided into illegal operations,violated operations and illegal command,and analysis of a classification frequency and percentage. Deep research by the issuer of the unsafe action that triggered the accident showed that the accident rate of managers' command failure is occupied a half of the total accidents,and the rate of the accident caused by the front-line employee was second. In this regard,in the future education and training managers and front-line staff are the key training object,and given them no level training in different depth.
