摘要
内涵发展是中国高等学校发展的必然选择,而要实现高等学校的内涵发展必须厘清高等学校资源配置的逻辑。文章在分析目前我国高等学校执着于扩张的逻辑、资源的逻辑以及外部导向的逻辑后,从学科差异与院系设置、学院自治与资源配置、经费结构与分类管理三方面分析了哈佛大学学科发展与资源配置的逻辑。借鉴哈佛大学的相关经验,结合我国高等学校内涵发展的关键问题,从资源配置的学科逻辑、人力资源配置的逻辑、教学资源配置的逻辑、科研资源配置的逻辑、学校与院系资源配置的逻辑五个方面,提出了促进高等学校内涵发展的资源配置改革建议。
The intensive development is the inevitable choice for the development of higher education in China,and figuring out the logic of the allocation of higher education resource is the premise to implement the intensive development of higher education. The current intensive development of Chinese higher education is in pursuit of expansion-oriented logic,resource-oriented logic and external-evaluation logic,and on the top of that,this paper analyzed the logic of discipline development and resource allocation in Harvard University from three perspectives including disciplinary differences and departmental settings,school autonomy and resource allocation,financial structure and classification management. Learning from the experiences of Harvard University,and considering the crucial problems of Chinese higher education intensive development,this paper put forwards the suggestions on how to promote the logic of resources allocation of higher education intensive development in China from five perspectives: the logic of resources allocation in disciplinary system,the logic of human resources allocation,the logic of teaching resources allocation,the logic of scientific research resources allocation,and the logic of relationship accountability between universities and schools.
