摘要
孙中山先生在长期革命斗争和社会实践活动中,对军人优抚给予极大关注,并形成了一系列颇有建树的优抚思想。尤其难能可贵的是,他深刻洞悉了历代以官赏功的流弊,主张“官惟其才,赏惟其功”,将任官与赏功之界限,厘然分析。他在晚年为安置裁汰士兵而实行兵工计划。同时,孙中山把他体恤士卒、重视优抚的思想付诸于实践。
In his long-term revolutionary struggle and social activities, Mr Sun Yat - sen attached much importance to the compensatory policy for the disabled soldiers or the family of the deceased and formed his own way of compensatory thoughts. What we need to mention especially is that he penetrated deeply the corrupted practices of past dynasties and advocated the policy that 'appointing officials according to one's ability, giving rewards according to one's meritorious'. He made a clear distinction between appointing officials and giving rewards. At the same time, he applied his thoughts to the social activities.
