摘要
从我国养老保险制度改革的历史进程分析入手,总结了当前我国退休养老金双轨制形成的背景、原因以及现状和主要特点。揭示了退休养老金双轨制暴露的问题以及由此引起的社会公正、贫富差距等问题。对废除退休养老金双轨制的主要困难和必要性进行了双向分析。在借鉴国外退休养老金制度的基础上,对完善我国养老保险制度提出了建议和对策。认为废除退休养老金双轨制势在必行,也必须成功。
Based on the analysis on historical process of pension insurance system reform in our country,this paper discusses the background,reasons,present situation and main features of current double-track retirement pension system.It exposes the problems of double-track retirement pension system and other problems such as social justice,the gap between rich and poor.Difficulties and the necessity of the abolition of double-track retirement pension system are analyzed.Finally,the paper puts forward some suggestions and countermeasures on promoting pension insurance system in China.
