摘要
土地整理在合理配置土地资源和增加土地效益、实现耕地总量动态平衡方面具有重要的作用。我国的土地整理近几年取得了一些成绩,但资金短缺问题成为土地整理事业日益发展的瓶颈。如何获得稳定充实的资金来源,是保证土地开发整理工作顺利进行的关键。本文从政府拨款、银行贷款、社会集资、联合经营及企业带资和利用外资几个方面阐述了土地整理的资金来源,在此基础上对我国近期和将来可采用的土地整理融资的运作方向提出设想。
Land re-arrangement has been playing an important role in allocating land resources, increasing land benefits and maintaining the dynamic balance of the total cultivated land. Some achievements have been made in the past few years in land re-arrangement, whose further development, however, has been obstructed by the shortage of fund. This paper discusses some sources of financing for land re-arrangement and feasible ways of financing land re-arrangement in recent years and in the future.
