摘要
中国水利事业从过去以减灾兴利为主的工程建设阶段 ,已经发展到今天以资源开发和环境保护协调发展为目标的新时期。从这个高度检视流域的地质工作 ,对流域地质环境的认识远跟不上形势发展的需要。过去地质工作成果大部分是点的、小片的或局部的 ,缺乏对流域地质环境的全面调查和深入研究。在涉及到流域范围水资源的综合开发和环境保护问题时 ,资料就欠缺。加强对流域地质环境的再研究和对流域地质条件的再认识 ,已是大流域机构当前面临的重要任务。长江中下游广大地区众多的生态环境问题以及日益增加的人类活动、工程建设引发的一系列环境地质问题 ,都与地质条件息息相关 ,都需要从地质环境入手 ,提高认识 。
Chinas water conservancy cause has developed from the project construction phase for mitigating disasters and promoting benefits to the recent new period for developing water resources and protecting environment in a coordinated fashion. If the geologic work in a basin is reviewed at this level, our understanding about the geologic environment in the basin has been far from meeting the requirement. Most of the past results of the geologic work were for some points, small zones or local areas and lacking in comprehensive investigation and extensive study of the basin geologic environment. When the comprehensive development of water resources and the environmental protection in a basin are involved, available data are often deficient. Strengthening the restudy of the basin geologic environment and recognition of the basin geologic conditions has been an important task facing to a large basin institute at present. In the middle and lower reach areas of the Yangtze river, a lot of ecological environment problems and a series of environmental geology problems induced by increasing human activities and project construction, the impacts of which on human living environment are closely related to geologic conditions, should be further recognized starting with geologic environment in order to find reasonable measures.
