摘要
公共外交是一国政府,为实现本国外交目标,依据本国外交政策,通过多种传播渠道,向国外公众传递相关信息,营造有利于本国的公众舆论的政治说服活动。公共外交是公众参与兴起所激发的新的外交样态,其产生、发展的历史显示,它与对外宣传一脉相承,在实践过程中,不断受到政治传播理论的启迪,并获得了自身的发展。基于此,结合伊斯顿的政治系统理论和多伊奇的政治传播理论,可以建立公共外交的政治传播系统模型。该模型涵盖了公共外交的七大要素,即主体、代理人、客体、渠道、形式、内容及效果,融合了政治系统的输入、输出与信息编码、解码的全过程,能够揭示公共外交研究的跨学科性质及各学科的可能贡献,可以成为拓展理论、指导实践的一般性理论。
Public diplomacy is the process of transmission diplomatic information to foreign citizens by a variety of communication channels. It's one way for a government to influence foreign citizens' public opinion and to get their support in order to achieve diplomatic goals. Public diplomacy is a new form of diplomacy inspired by the rise of public participation. The history of its origin and development shows that it was the inheritor of foreign propaganda. The practice of public diplomacy is constantly enlightened by the theory of political communication. This paper utilized Easton's political system theory and Deutsch's political communication theory to establish public diplomacy's Political Communication System Model. This model consists of seven elements,as subject,object,agency,channel,form,information and effect,absorbs the essence of political system theory,like information's input and output,encoding and decoding,and reveals the whole process of public diplomacy.It shows not only the interdisciplinary nature of public diplomacy,but also the possibility of various disciplines' contribution. It can be treated as the general theory to develop existing theories and guide practice.
