摘要
科技计划项目管理专业机构建设是当前我国科技计划管理改革的一项重要工作,是推动政府科技管理职能转变的重大举措。文章结合科技计划管理改革的最新精神与进展,探讨了专业机构的定位与职责、内部机构设置、管理制度与管理能力、支持与监督机制等方面的关键问题,提出了未来引导专业机构建设运行的建议,以期为相关决策部门和科技管理工作者提供参考。
The construction of professional institutions for science and technology planning project management is an important issue for the reform of science and technology planning management currently in China. It is a significant measure to promote the transferring of government functions for science and technology management. Based on the latest spirit and progress of science and technology planning management reform, several key issues on professional project management institutions were analyzed, i.e. positioning and responsibility, internal organization setting, management system and management ability, support and supervision mechanism. Also, suggestions on guiding the construction and operation of professional project management institutions were put forward so as to provide references for the government departments concerned and science and technology management staffs.
