摘要
家庭负担是影响农村家庭经济行为与决策的重要因素。本文基于中国收入分配研究院2013年农村人口调查数据,从理论与实证两个角度考察了由非劳动力所形成的农村家庭负担与土地流转行为之间的关系。结果发现,在其他条件不变的情况下,家庭负担显著降低了农户的农地转出概率。农村养老保险能够充分保障以老年人口为主的非劳动力的基本生活质量,从而降低家庭负担、促进土地流转。提高农村公共支出、进一步完善农村基本生活条件和养老保障是推动剩余劳动力流出、加快完成农业现代化的必由路径。
Household burden is an important factor affecting the economic behavior and decision-making of rural families.Based on the latest rural population survey data of the China InstiIncome Distribution,the relationship between the rural household burden formed by nonlabor force and land transfer behavior is examined from both theoretical and empirical perspectives.The result shows that household burden significantly reduced the probability of land transfer when other conditions were unchanged.In addition,the rural endowment insurance can fully guarantee the basic living quality of non-laborer population which is dominated by the elderly,thus reducing the burden of families and promoting land transfer.Therefore,it is argued that increasing public expenditure and further improving basic living and old-age security in rural areas is fundamental to promote the outflow of surplus labor force and accelerate the completion of agricultural modernization.
