摘要
在分析河北省贫困地区返贫因素的基础上 ,对其提出 2 1世纪初反返贫对策 :瞄准扶贫项目 ;确定科技示范、项目辐射到户为新扶贫模式 ;更新贫困标准 ;提高农民素质 ;建立资金、技术、信息、保险、行业帮扶、社会化服务、税收政策、扶贫法规。
On the basis of analyzing the aro using factors of returning to pove rty in Hebei,this article puts forw ard some countermeasures of anti-r eturning to poverty.We should deci de the goal of helping poverty str ategy,aim to projects of relieving poverty,strengthen the building o f basic facilities,practice agricu ltural industrialized management,and d evelop tourism industry and ecolog ical agriculture.Not only should w e optimize the model of relieving poverty,renew the poverty standard ,promote peasant constitutions,but also build the safeguard system o f relieving poverty in ten respect s such as fund,technology,informat ion,insurance,helping in industry, social services,policies,laws and regulations,protection of ecology and organizations etc.
