摘要
新型煤化工发展以洁净能源和可替代石油化工产品为目标产品,采用煤转化高新技术并优化集成,建设大型联产企业和产业基地,达到煤炭的有效、合理利用,实现经济最优化和清洁生产;涉及煤化工、化工合成、电力等多个领域的技术开发、工程示范、产业化建设;“十五”时期引进技术建设示范工程、开发自主知识产权技术,到2010年完成煤液化引进技术示范工程和国内工艺开发示范,达到生产发动机燃料油1000万t/a、合成替代石油化工产品450万t/a;2010年后产业化持续发展,到2020年,发动机燃料油、替代石油化工品、其它代用燃料等生产能力分别达到6000万t/a、2000万t/a、2500万t/a;建成西北-华北、西南、东北及其它大型产业区,带动煤炭、机械、建筑、服务等行业发展;建议加强战略统筹规划、技术创新和配套政策研究。新型煤化工是我国能源工业的重要战略发展方向。
Taking clean energy and alternative petroleum chemical products a s the target products, it will adopt the new coal conversion technology to estab lish the large integrated enterprise and industrial base, so as to make coal to be used rationally and effectively, and realize clean production in a way of eco nomy optimization. Thus, the technology development, engineering demonstration a nd industrialization construction have related to the different fields such as t he coal chemical engineering, chemical engineering synthetic and electric power. During the ' 10th Five-year Plan' , some demonstration projects will be bui lt through the introduction of key technology, and independently development of high-tech with its own intellectual property rights. By 2010, it will complete the demonstration of introduced coal liquefaction technology and the self-dev eloped technologies. The production capacities of fuel oil use by engines and sy nthesized chemical products will reach 10 Mt/a and 4.5 Mt/a, respectively. The a dvanced coal chemical engineering industry will keep sustainable development aft er 2010. By 2020, the production capacities of fuel oil, alternative chemicals p roducts and other clean fuels will reach 60 Mt/a, 20 Mt/a and 25 Mt/a, respectiv ely. Several large-scale industrial bases of the advanced coal chemical engine ering in Northwest & North China, Southwest China, Northeast China and other a reas will be built. This will promote the development of coal, mechanical, build ing and service industries in those areas. It is proposed that it should strengt hen the long-term and integrated strategic planning, development of high techn ologies and research of necessary supporting policies. The development of the ad vanced coal chemical engineering is the strategic orientation of energy industry construction of China in coming several decades.
