摘要
通过分析英国铁路路网公司私有化重组以后的管制体系和业绩表现,认为铁路运输产业组织结构及各主体之间交易关系的重组过程,将对管制框架体系和相关利益人之间的利益关系产生重要影响,调整并改善路网公司的管制体系和治理结构,有助于保障公众消费者利益和协调其他相关利益人的利益关系。
Based on the analysis of the British privatized rail infrastructure company's regulation framework and its performance, this paper argues that the restructuring of the rail industry organization and transaction relation among its different entities will have great impact on the regulation framework and the stockholders' interest relation. To adjust and improve the regulatory framework and corporate governance of the infrastructure company will be conducive to the protection of public consumers' interests and the coordination of interest relations of other stockholders.
