摘要
“9·11”事件发生以后 ,在以美国为主的西方出现了一股“新帝国论”的思潮。“新帝国论”者认为美国已是当今世界的“罗马帝国” ,同时美国又面临着与以前不同的安全问题和其他冲突 ,美国应该使用“新帝国主义”的政策来应付这类危机。“新帝国论”出现的主要原因包括冷战结束后美国作为惟一超级大国所拥有的雄厚国力为其提供了物质基础 ,美国历史上的“救世使命”和帝国潜意识在特定条件下的膨胀为其提供了意识基础 ,而国际形势的重大变化则是“新帝国论”得以产生的“大气候”环境。虽然“新帝国论”已经对国际局势造成了一定的消极影响 ,但“新帝国论”并不是完整的国际关系理论 ,它没有也难以成为美国国际战略理论和外交政策的主流。
After September 11,neo-imperialism emerged in the United States.Neo-imperialism regards America is the“Roman Empire”of the current world,and that America,facing some new security issues,adopted the policy of neo-imperialism to cope with these issues.The reasons that neo-imperialism appeared include:first,there was a material base to America's strong power;second,the“messianic”and subconscious idea of empire in the American historic process provided a conscious base;and third,the huge changes in the international situation provided the right atmosphere.Although neo-imperialism has had some negative effects on the international situation,neo-imperialism is not a complete theory of international relations,and it has not,and will not,be the mainstream of the world strategy and foreign policy of the United States.
