在当今世界经济相互依存的全球化时代 ,非洲的贫困化问题日益突出 ,如何使穷人从全球化中受益成为国际社会颇为关注的重大问题。由于多种原因导致形成的非洲国家对国际环境的依赖性 ,使当前不公正的国际经济合作、国际生产体系、国际贸易环境和国际金融体系成为非洲国家在脱贫道路上步履维艰的主要外部因素。非洲国家要以主动和务实的态度融入全球化。发达国家应采取减免债务、降低技术转让费用等具体措施真诚帮助非洲国家。在全球化进程中 。
In the era of globalization and interdependence of the world economy, the problem of Africa's pauperization increasingly stands out. How to help the poor benefit from the globalization proves to be an important issue for the international community. The dependence of African countries on international environments leads the current unjust international economic cooperation, international production system, international trade environment and international financial system to be the major external factors going against African countries' poverty-relief endeavors. On the one hand, the African countries should participate in the globalization actively and practically.On the other hand,the developed countries should sincerely help African countries through concrete measures of cutting down or canceling the debts, reducing the costs of technical transfer, etc. In the process of globalization, the further amelioration of international economic environments will have a positive effect on the anti-poverty actions of the African countries.
