摘要
用怎样的标准来评价四十年文化体制改革的进程与局限,并借以指明下一步深化文化体制改革的方向,是我国学界和文化界面临的重大课题。四十年来,以表演艺术团体和非时政类报刊、出版社等经营性文化单位的转企改制为中心,中国文化体制改革从国家战略层面上确立了从外层制度改革进入到核心制度改革的渐进式改革模式,制度创新的进程逐步超越经营制度和人事制度等表层制度的改革,逼近文化产权制度和党政关系、政企关系等核心制度安排。但文化领域的产权制度改革要涉及到文化行业制度的基本框架,以及基于国有产权之上的行业体制背后内涵化于产权制度中的党政关系和政企关系模式,这就要求文化体制改革必须要与政治经济体制改革进程保持最低限度的一致性。"后四十年"时期深化文化体制改革需要进一步明晰文化体制改革的目标与步骤,借助于顶层设计实现从"边缘性创新"到核心制度改革的战略路径转换。借助于数字信息技术的广泛应用引导文化领域的制度变迁,突破文化行业体制的壁垒,开创"后四十年"时期文化体制改革的新局面。
What criteria should be used to evaluate the process and limitations of the culture system reform in the past 40 years, and to indicate the direction of further deepening the culture system reform? This is an important issue facing the academic and cultural circles in China. Over the past 40 years, with the performing arts groups, and the current politics class press and publishing enterprises as the center, Chinese culture system reform has established a progressive reform model from the external system reform to the core system reform at the national strategic level. The process of institutional innovation has gradually surpassed the reform of the surface system such as the management system and the personnel system, and approached the core institutional arrangements such as the culture property rights system and the relationship between government and enterprises. However, the reform of property right system in culture field involves the basic framework of culture industry system, and the mode of Party-Government Relationship and Government-Enterprise Relationship, which requires that the reform of culture system must keep a minimum consistency with the process of political and economic reform. The deepening of the culture system reform in the post 40 years needs to further clarify the objectives and steps of the culture system reform, and form a strategic path transformation from 'marginal innovation' to core institutional reform by means of top-level design. With the extensive application of digital information technology, it guides the institutional changes in the culture field, breaks through the barriers of culture industry system, and creates a new situation in the culture system reform.
