摘要
在'人力资本'理论的基础之上,结合多次实地调研经验,总结农村贫困地区'教育扶贫'面临的困境并提出建议:'厌学'情绪滋长导致义务教育阶段仍有辍学儿童存在,要立足于义务教育的'强制性'与'重要性',加强基础教育建设;农村大量的残疾儿童与匮乏的'特殊教育'资源之间存在矛盾,一方面应大力发展农村的'特殊教育',另一方面,应倡导'婚前孕前检查',减少残疾儿童的出生率;通过教育改变农村根深蒂固'贫困文化',打破'贫困代际传递';通过加强农村贫困人口的职业技能培训、提高农村基础工作人员素质弥补传统的纯粹'外源性帮扶'的缺点。
On the basis of the theory of'human capital',combined with many field research experiences,this paper sums up the difficulties faced by'education and poverty alleviation'in poor rural areas and puts forward some suggestions.Thegrowing of'school weariness'leads to the frequent occurrence of drop-out children in compulsory education.In view of this,we should pay more attention to basic education and highlight it is the compulsory education.The'special education'resources in rural areas is imperative.On the one hand,we should vigorously develop'special education'in rural areas.on the other hand,We should advocate'pre-marital pregnancy screening'to reduce the birth rate of children with disabilities.Through education to change the deep-rooted'culture of poverty'in rural areas and to break'poverty'.Through strengthening the vocational skill training of the rural poor,improving the quality of the rural basic staff to make up for the shortcomings of the traditional pure'exogenous help'.
