公平取向的社区教育:政策影响因素和实践改进路径 被引量:19

Fair Oriented Community Education:Policy Influencing Factors and Practice Improving Path

摘要 我国社区教育在蓬勃发展过程中呈现出明显的区域间、城乡间不平衡且社区居民对社区教育的知晓度低的实然状态。社区教育政策是影响社区教育'质'和'量'提升的一项重要因素,在复杂和多元的社区教育政策体系中,其政策环境、政策内容、政策产出和政策过程等影响着社区教育的公平取向。要疏解社区教育政策运行阻滞,需通过实践的深化来促进、完善政策,进而达至政策的更新,即通过保障资源供给彰显政策内容公平,通过打造以政府为主导的'多力合一'平台促进政策过程平衡,通过开发多元学习途径调试政策环境发展,通过向弱势群体倾斜回应政策价值诉求。 In the process of vigorous development of community education in China,there are obvious imbalances between regions and between urban and rural areas,and community residents have low awareness of community education.Community education policy is an important factor affecting the quality and quantity of community education.In the complex and pluralistic community education policy system,its policy environment,policy content,policy output and policy process affect the equity orientation of community education.To ease the blockage of community education policy,we need to deepen the practice to promote and improve the policy,and then to update the policy.That is to say,by ensuring the supply of resources to highlight the fairness of policy content,by building a government-led'multi-force integration'platform to promote policy process balance,by developing a multi-learning approach to debug the development of policy environment,and by tilting to vulnerable groups to respond to policy value demands.
