当代中国环境治理中的网络式协同及其优化——以“零盟”为例 被引量:13

Network-based Collaboration and Its Optimization in Contemporary China’s Environmental Governance: A Case Study of the “Zero Alliance”

摘要 网络式协同治理作为一种不同于科层-集中型治理和市场-分散型治理的新型治理方式,在环境治理中具有自身的优势。对"中国零废弃联盟"(简称"零盟")的案例分析发现,环境治理中的网络式协同由成员网络、项目网络和区域网络构成,不同层级的网络彼此嵌套,强调行动者平等的合作地位与治理行为的整合。环境治理中的网络式协同遵循国家主动调适、社会自主成长和行动嵌入情境的逻辑。在环境治理实践中,网络式协同提升了环境治理的绩效,但也受到一些因素的制约,表现出一定的限度,需要通过强化行动者的合作共识、优化子整体的弹性整合与实现全网络规则的嵌入等措施予以优化。 Network-based collaborative governance, as a new type of governance that is different from bureaucratic-centralized governance and market-distributed governance, has its own advantages in environmental governance. A case study of the 'China Zero Waste Alliance'(referred to as 'Zero Alliance') finds that network-based collaboration in environmental governance consists of member networks, project networks and regional networks. Networks at different levels are nested within each other, emphasizing equal cooperation status of actors and the integration of governance behavior. Network-based collaboration in environmental governance follows the logic of national initiative adaptation, social autonomous growth and action-embedded context. In the practice of environmental governance, network-based collaboration enhances the performance of environmental governance, but it is also constrained by some factors, showing certain limits. It is necessary to take such measures including strengthening the cooperation consensus of the actors, optimizing the elastic integration of the sub-entirety and realizing the embedding of whole network rules, to optimize the network-based collaboration in environmental governance.
