摘要
黄河流域水资源保护事业已经过40年探索与实践,在此过程中流域水资源保护规划的思路、原则和内容等不断得到调整、丰富和完善,为各时期流域水资源保护的职能履行和事业发展提供了坚实的基础。本文介绍了不同时期组织开展的黄河流域水资源保护典型规划,并针对新时期我国水资源保护面临的形势要求,结合黄河流域水资源保护规划编制工作实践,分析已有规划工作存在的问题,提出了创新水资源保护规划技术标准、完善水资源保护规划工程体系、开展水资源保护重大关键技术研究、强化水资源保护规划管理和实施力度等建议。
Water resources protection of Yellow River basin has been explored and practiced for 40 years. Basin water resources protection planning ideas,principles,content,etc. are constantly adjusted,enriched and perfected in the process. Solid foundation is provided for functions performing and career developing of basin water resources protection in all stages. In the paper,typical plan of Yellow River basin water resources protection organized and developed at different stages are introduce. Work practice of Yellow River basin water resources protection plan preparation is combined for analyzing problems in existing plan work. Suggestions of innovating water resources protection plan technical standards,perfecting water resources protection plan engineering system,implementing important and key technical research of water resources,strengthening water resources protection planning management and implementation effort,etc. are proposed.
