摘要
从水利工程建设安全生产巡查成果入手,梳理项目建设中安全生产存在的主要问题,阐述存在问题的表现形式、责任主体、致因类型、出现阶段、整改率等,客观剖析问题产生的原因,在此基础上结合工作实践探讨提出落实主体责任、提高人员素质、深化标准化建设、创新监管手段、提升监管效能等五个对策建议,以期对强化和完善水利行业安全生产管理工作有参考价值。
Main causes that influence safe production have been reviewed and summarized based on a tour of inspection of water projects.With objective analysis of main causes of the problems in terms of forms of expression,responsible bodies,types of reasons,occurrence phases and remediation rate,suggestions are given in five respects of specifying responsible bodies,improving quality of personnel,applying standardized construction,innovating supervision and monitoring tools and improving effectiveness of supervision and management,in order to improve safe production and management in the water sector.
