摘要
自2012年12月10日,加拿大对所有进口水产品(包括鱼类、软体类及甲壳类)实行新政以来,加拿大对进口鱼类监控要求也发生一些变化。本文介绍了加拿大食品检验署对加拿大鱼和水产品进口监控计划的相关情况,包括:(1)鱼类进口时进口商(分为基本进口商和有质量管理计划的进口商)和CFIA的责任;(2)监控计划的制定原则;(3)进口监控项目的确定:在风险分析基础上确定生产风险、产品类别风险和产品风险等与鱼和水产品相关的3类危害/风险因素;(4)4类不同进口监控计划——年度抽样计划、强制检验名单、强化检验名单、特别计划的抽样方式、检测项目、监管模式等,旨在帮助我国水产出口企业了解加拿大鱼类的进口监管要求,推动我国水产品输加更加便利、顺畅,扩大对加水产品贸易。
Canada’s requirements for importation of fish and seafood products had been updated since the new policy on all imports of aquatic products (including fish product, molluscs and crustaceans) was imple-mented by Canadian Food Inspection Agency(CFIA) on December 10th, 2012. In this study, we introduced Canada’s fish import program, including:1) the respective roles and responsibilities of the importers (the basic importers and Quality Management Program Import Importers, QMPI importers) and the CFIA with regards to the import of fish products. 2) principles of fish import program;3) monitoring items of fish import grogram:based on risk analysis, three potential hazards or risks components associated with fish and seafood products:production risk;species risk;and product risk are determined. 4) fish import program consists of the following 4 components: Annual Sampling Plan, Mandatory Inspection List (MIL), Enhanced Inspection List (EIL) and Special Projects. We hope this paper can help Chinese enterprises to learn Canada fish import program com-prehensively, and to take targeted actions and expand fish trade to Canada.
