摘要
讨论了城市规划管理中建筑总图电子报批系统的实施与关键技术。建筑总图的电子报批系统集成CAD、GIS、MIS的技术。我们给定了建筑总图电子报批系统的基本含义。实现该系统所面临的问题是设计方案必须规范化、建筑总平面图的电子数据必须标准化、系统应具有可操作性。实现系统的应采取的对策是只对需要进行面积统计的要素进行规范化,其它数据则完全开放,系统操作尽可能符合传统项目审批习惯并匹配相应的功能。系统实施的技术路线包括在CAD环境进行分层组织,并设计相应的属性表,在GIS环境研制相应的符号库、数据转换模块、相应的数据处理模块。网络报批是城市规划管理中电子报批的必然趋势。提出的策略与技术思路已在宁波市城市规划部门实施,取得较好的效果。
In this paper, the implementation and the electronic technology of Electronic Planning Permission Process System (EPPPS) in urban planning is discussed. EPPPS integrates CAD, GIS and MIS technologies. The general concept of electronic planning permission process is described. The problems faced in implementing this system are that the design plane and the electronic data of the general building plane should be standardizing, and the EPPPS should have a higher maneuverability. The measures should be taken into account in the course of implementing the system. That is, only the elements about calculating the area should be standardized and other data are not limited, and the system functions and its operations program should meet the traditional project permission custom. The system implementation routes are as follows: the data are organized in different layers in CAD; the corresponding attribute tables should be designed; the symbol database, the data transformation and processing modules should be developed in the GIS environment. It is proposed that the future EPPPS be based on the network. The measures and technical routes of this paper have been implemented by the Ningbo Urban Planning Bureau successfully.
