摘要
用埃奇沃思框图解释土地配置效率和土地可持续利用的目标 ,提出从社会人的角度实现资源配置帕累托“次优”的目标 ;提出实现土地制度中产权制度的巩固和完善 ,分解“杂多”权利束的目标。效率原则主要包括三大原则 ,即帕累托最优、经济 (发展 )效率最大化、交易成本最小化。不应一味强调“效率优先 ,兼顾公平”的原则 ,而应在不同时期 ,对不同用途的土地进行效率与公平转换 ,使公平与效率交替发挥作用。最后用资源利用的模型和拉弗曲线的变化模型加以论证可持续发展原则。
The Edgeworth box is used to explain the land allocation efficiency and the objective of sustainable land usage.The secondly Pareto optimum solution of resource allocation should be pursued,the system of land property right need to be perfected.The efficiency principle mainly includes three principles:Pareto optimal efficiency,maximum economic efficiency and minimum transaction cost.However the land allocation objective may shift between efficiency and equity,equity and efficiency can play their roles alternatively on different types of land during different period.At last,the principles of sustainable land use are demonstrated by sustainable resource use model and the Raphael curve model.
