摘要
资源型重工业基地是一种特殊的经济地域类型 ,其特点是资源产业和重工业都占较高比重 ,是在特定历史条件背景下形成的 ,资源型重工业基地为国家经济建设做出了重要贡献 ,而且仍在发挥重要作用。随着产业的发展与结构升级 ,资源型产业将向加工型产业转换 ,资源型重工业基地要处理好重工业基地作用发挥与产业结构调整二者之间的关系 ,重工业发展要与地区产业发展相协调 ,充分考虑人口、资源和环境等问题。以抚顺市为例 ,分析了典型资源型重工业基地的发展特征 ,为有针对性地提出产业结构调整和区域可持续发展对策提供了科学依据。
Resources-relied Heavy industry base built up against the special backgrounds is a kind of special type of economic region, and the characteristics of which are that the resources-relied industry and heavy industry have a large percentage in its industrial structure. This kind of industrial base has made great contributions to our country′s economic construction, and still plays an importance role. For the resource-relied heavy industrial base, with the development of the industries and the upgrading of industrial structure, the development trend of industries will be changed from resources-relied industry to processing industry, so the relations between the roles played by the heavy industry and the regulation of the industrial restructure should be well handled. The development of heavy industry must be coordinated with other industries, and the problems such as population, resources and environment must be fully taken into account. Take Fushun city, a typical resources-relied heavy industry base, as an example. The characteristics of the development of this base are analyzed in this paper, and the scientific basis are provided for specifically making the countermeasures of the adjustment of the industrial structure and the regional sustainable development.
