摘要
英国的乡村保护与发展具有悠久的历史和丰富的经验。本文首先对乡村的性质进行分析,构建英国乡村发展的价值基础。其次,对英国1949年通过的《国家公园与乡村进入法》建立的三项基本的乡村环境保护政策进行介绍。最后,本文认为英国乡村环境保护政策对我国的启示,包括:塑造综合发展的治理价值观、健全法律制度、强调地方自治和多方合作协调。
The United Kingdom has a long history of rural environment conservation and development, which accumulated rich experience. This paper analyzes the nature of countryside and lays value foundation of rural development. Then it introduces three fundamental policies of rural environment conservation in the National Parks and Access to the Countryside Act in 1949. Finally, it provides policy implications that China should mold the value of comprehensive development, well-established legal system and emphasis on local governance and multipartite collaboration and coordination.
