摘要
我国是个农业大国 ,也是个农业自然灾害的重灾国。我国以民政部门扶贫救灾为核心的农业自然灾害保障机制远远不能适应农业自然灾害损失补偿的实际要求 ;建立方式多样、相互配合的多层面、立体型的农业自然灾害保障体系 。
China is a large agricultural country and a country with too many natural disasters of agriculture as well. The safeguarding mechanism cored with the salvation from the Civil Administration Departments for natural disasters of agriculture is far beyond the practical needs for the compensation to the loss in natural disasters of agriculture. It′s more and more urgent to set up a solid and diversiform safeguarding system for natural disasters of agriculture.
