摘要
通过实地踏勘、座谈等调研方式,发现重庆市区、县土地利用总体规划实施对合理利用土地资源,强化土地利用的宏观调控,协调用地矛盾,优化土地利用结构和落实土地空间布局起了积极作用.着重分析了规划实施的难点,提出了保障土地利用总体规划实施的政策建议.这对下一轮规划修编具有积极的借鉴意义.
After a series of investigations on the spot and informal discussions, it seems obviously that the implementation of the general planning of land utilization in district and county of Chongqing City has improved the general control over land utilization. Accordingly, it takes a positive effect on not only settling the contradiction of land utilization, but also optimizing the structure of utilization and carrying out space distribution of land. Some policy suggestions are given on how to implement the general planning of land utilization just after analyzing the difficulties of implementation. All of these should be positive reference for next adjustment of land planning.
